ABSTRACT: Almost a century ago Compton discussed the reasons to consider the radiation as a form of matter and he came up with the conclusion that ‘unless, therefore, we change our idea of what is meant by the word ”matter”, this word includes not only solids, liquids or gases, but also the less tangible electromagnetic radiation.’ Compton has limited his discussion to words and their meaning. Here we discuss the matter from the most positive point of view ever: we consider the matter as characterized by mechanical constitutive laws within the classical framework. It turns out that, if we accept that there are uncontrollable yet measurable characteristics of the matter, then the only physical structure that can qualify as matter is the electromagnetic field. While this changes the point of view with respect to Compton’s original one, it gives nevertheless formal proof to his conclusion. This is, however, only one side of electromagnetism. The other side is the Space and Time image. That will be addressed on some other occasion.
